Disasters are becoming more frequent, more severe, and often compounding over time, creating an increasingly unstable environment that organisations have to navigate. Facilities management plays a critical role in this space, sitting at the intersection of business continuity, life safety, and service delivery, with responsibility for maintaining the built environment and supporting systems during times of disruption.
Building resilience requires more than reactive contingency planning. It relies on strong inter-organisational relationships, established coordination mechanisms, and the ability to make effective decisions under pressure and uncertainty.
The Co-ordinated Incident Management System (CIMS) forms the foundation of Aotearoa New Zealand’s approach to emergency management. It provides a common framework for command, control, and coordination, enabling organisations and stakeholders to work together effectively during incidents and emergencies.
For facilities managers, an understanding of CIMS and business continuity principles can strengthen engagement with crisis management processes and support more effective decision-making in environments where competing priorities and operational pressures exist.

Todd Miller is the Associate Director - Resilience at AUT University. Previously, Todd was a senior advisor with the National Emergency Management Agency, managing the national crisis management continuity arrangements. Todd is also a PhD candidate researching disaster and emergency management systems.
