In this session, we’ll introduce the Code’s risk-based approach to inspecting passive fire protection systems.

Rob Holland | Director of Nelligan Consulting Engineers
Rob is a Chartered Professional Fire Engineer and Director of Nelligan Consulting Engineers, a consultancy firm based on Auckland's North Shore. He has worked in the fire safety industry for almost 20 years across a wide range of residential, commercial and industrial projects.
As part of his work, he has helped many clients assess passive fire defects and formulate a scope of work using a risk-based approach. These projects include a 40-storey office building and, most recently, passive fire remedial works resulting from a Dangerous Building Notice on a 25-storey apartment building, both in Auckland’s CBD.
In 2023, he decided to start talking to IQPs to find ways to solve the endemic problems he was finding with passive fire systems in buildings all over Auckland. This ultimately led him to present at the 2024 ABC conference and form the working group which produced this document.
Trent Fearnley | Chief Executive Officer of the Association of Building Compliance (ABC)
Trent is the Chief Executive Officer of the Association of Building Compliance, with nearly 30 years’ experience in the fire industry. He spent 24 years with Fire and Emergency New Zealand, most recently as National Advisor Fire Risk Management, and has held roles spanning firefighter, officer, fire risk management specialist, investigator, trainer, and fire engineer.
Encouraged to broaden his expertise, Trent gained international experience as a senior fire engineer in Dubai and later as Principal Fire Engineer at Seacor, where he established and led a fire engineering division. In New Zealand, he has also worked as a fire engineering consultant with Beca.
As former President of the Institution of Fire Engineers (NZ Branch) and Chair of the Fire Protection Association Training SIG, Trent led the development of the New Zealand Diploma of Fire Engineering, helping to strengthen the industry’s education pathway. He also contributed to the development of key training in Fire Risk Assessment and Fire Hazard Analysis. Trent is an experienced director and holds several board positions.
